Applications to be commissioned as an Electronic Notary Public opened August 10, 2026. We are actively pursuing commissioning and will begin offering electronic notarization once it is issued — this service is not yet available.
What Changed
Two ways to notarize electronically.
Under the Rules on Electronic Notarization, notarial acts — acknowledgments, jurats, affirmations, and oaths — can be performed on electronic documents by a commissioned Electronic Notary Public (ENP) through a Supreme Court–accredited Electronic Notarization Facility (ENF).
In-Person Electronic Notarization
You and any witnesses appear physically before the notary, as with a traditional notarization — but the document, signature, and notarial act itself are handled electronically.
Remote Electronic Notarization
You appear before the notary over a live videoconference from anywhere, with identity verified electronically. A combination of both modes is used when some parties can appear in person and others cannot.
What’s Covered
- Acknowledgments, jurats, and affirmations or oaths on electronic documents
- Documents in PDF or PDF/A format, including scanned copies of signed paper documents
- Contracts, affidavits, corporate instruments, and similar business documents
What Isn’t
- Notarial wills and deposition-taking — these remain under the 2004 Rules on Notarial Practice
- Paper documents requiring wet-ink notarization, which traditional notarization still handles
Electronic notarization is an additional option, not a replacement — traditional notarization remains fully valid.

Rule takes effect
